Overview
Between 1923 and 1948 Jabalpur was the setting for three moments in the national movement that are still marked in the city. In March 1923 local Congress workers raised the national flag at the Town Hall, starting the Flag (Jhanda) Satyagraha [1]. In March 1939 the Indian National Congress held its 52nd session at Tripuri, beside the Narmada, at the height of the clash between Subhas Chandra Bose and the Gandhian leadership [3][4]. And in 1948 part of Mahatma Gandhi’s ashes was immersed in the Narmada at Tilwara Ghat [5][6].
Timeline / Key moments
- 18 March 1923 - The national flag is unfurled at Town Hall, Jabalpur [1].
- March–August 1923 - Flag protests spread to Nagpur and other Central Provinces towns; volunteers court arrest until a settlement allows processions and frees prisoners [2].
- 29 January 1939 - Bose is re-elected Congress president, defeating Pattabhi Sitaramayya 1,580 to 1,377 [3].
- March 1939 - The 52nd session meets at Tripuri near Jabalpur; the Pant resolution is passed [3].
- April 1939 - Bose resigns the presidency [3].
- 1948 - Gandhi’s ashes are immersed at Tilwara Ghat [5][6]; the exact date still needs confirming.
People and events
The Flag Satyagraha. In 1923 the right to carry the tricolour in public became a test of civil liberty in the Central Provinces. The Hitavada names Premchand Jain, Parmanand Jain, Sunderlal and Sitaram Jadhav among those who hoisted the flag at Jabalpur’s Town Hall on 18 March 1923, and notes that several others remain unidentified [1]. The protest then grew into a much larger campaign centred on Nagpur, in which national leaders including Vallabhbhai Patel and Jamnalal Bajaj took part [2]. Other famous names - Subhadra Kumari Chauhan and Makhanlal Chaturvedi among them - are often linked to the Jabalpur events in popular accounts; they are not confirmed in the sources used here.
Tripuri, 1939. The session was named after Tripuri, the old Kalachuri capital near Jabalpur, and held at Tilwaraghat on the Narmada [4][5]. It came weeks after Bose had won a contested presidential election against Gandhi’s candidate. At the session, a resolution moved by Govind Ballabh Pant expressed confidence in Gandhi and asked the president to form his Working Committee in line with Gandhi’s wishes, effectively curbing Bose [3]. Bose resigned in April and founded the Forward Bloc in May 1939 [3].
Gandhi’s ashes, 1948. After Gandhi’s assassination in January 1948, his ashes were divided and immersed at many places across India. A portion came to Jabalpur and was immersed at Tilwara Ghat, where a Gandhi Smarak now stands [5]. The National Cultural Audiovisual Archives holds a film record of the Jabalpur immersion [6].
Why it matters
These events show Jabalpur as more than a garrison town: it was a place where ordinary residents took part in civil disobedience, where the Congress made one of its most consequential internal decisions, and where the city chose to remember Gandhi in the Narmada. Tripuri in particular is a turning point in the story of Subhas Chandra Bose.
What survives today
- Town Hall, still standing in the city centre, the site of the 1923 flag hoisting [1].
- Tilwara Ghat with the Gandhi Smarak [5]; Jhanda Diwas and Tripuri anniversaries are marked locally.
Visiting
Tilwara Ghat is on the Narmada on the western side of the city, on the way towards Bhedaghat; see Tilwara Ghat. Town Hall is in the old city.
Myths and documented history
- “The first flag satyagraha in India.” Local sources say so; national accounts focus on Nagpur. Disputed wording [1][2].
- Who led it. Only the names in [1] are confirmed here.
- Tripuri held at Tripuri village. Sources place the venue at Tilwaraghat; “Tripuri” was the session’s name, after the ancient capital [4][5].
